About this Role:

The Provider Rates Division (PRD) is responsible for developing Medi-Cal reimbursement rates for outpatient and non-institutional long-term care (LTC) services that are reimbursed through the Medi-Cal Fee-for-Service system. PRD is responsible for performing analyses for General Fund cost/savings proposals, developing rate methodologies and processing periodic rate updates as required. PRD serves as a point of contact on matters pertaining to Medi-Cal non-institutional and long-term care rate setting in negotiation and/or meetings with health care provider representatives, patient advocates, external state agencies, representatives of county, state, and federal governments, industry representatives, special interests groups, the media, and other high-level officials regarding Medi-Cal rate policies and issues.

Under general direction of the Research Data Specialist Supervisor II, the SSM I (Specialist) will project manage and lead evaluations and research on the more complex health care reimbursement policy issues, develop issue papers and recommendations for executive decision makers, formulate and draft new reimbursement policies, draft responses to inquiries from CMS, control agencies, and the Legislature, coordinate legal review with OLS, coordinate ongoing stakeholder engagement and public communications, and review and analyze proposed legislation and regulatory changes. Additionally, the SSM I (Specialist) will be responsible for outreach, coordination, facilitation, and reporting of the Interested Parties Advisory Group.

Telework and Salary Information

This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
